I have no other course open to me because it is clear that I cannot be expected to recognize services not given to the Colony but to the Admiralty, as constituting the least moral claim on the funds of this Government.
Therefore if such claims by any means whatever not anticipated by either party to the contract and absolutely contrary to the express provision of Ordinance N2 of 1867 can be supposed to be now in process of maturing a legal future right to pension from the Colony for services rendered to other parties it is my intention summarily to get rid of such prospective obligation as being one which it would be dishonest in me to enforce.
The members of the Naval Yard Police will thus be simply relegated to their original status and will once more constitute a force entirely separate from and independent of the Colonial Police.
I never the less regret much that circumstances should have prevented my giving effect to the wishes of yourself for incorporating the Admiralty and the Naval Yard watchmen with the Police of the Colony, but the Admiralty has so distinctly repudiated the agreement which this Government made with them, whilst the Ordinance.
